Ten years after the Paris Agreement, COP30 in Belém highlighted the urgency of coordinated action by the international community to limit the impact of climate change and step up the protection of natural ecosystems. The priority now is to accelerate the transition to a low-carbon economy and focus on resilience.

With major global institutions facing an unprecedented crisis, we have devised a new way of working together by mobilizing public and private actors.

Since 2016, AXA has been a founding partner of the Insurance Development Forum (IDF), a coalition of insurers, brokers, and institutions such as the World Bank that leverages insurance expertise to develop sustainable infrastructure, manage climate risk, and strengthen the resilience of emerging countries. To address the annual investment gap, estimated at $1 trillion, and the lack of financing attributable to limited access to credit and to significant currency risks, the IDF’s Infrastructure Task Force, which I co-chair, launched the Infrastructure Resilience Development Fund (IRDF) in 2025.
