MAIN PURPOSE OF JOB: Responsible for all AXA Hong Kong (Life & General Insurance businesses) spend for all assigned strategic projects/commodities to ensure that best value is obtained, commercial risk is controlled, and business program delivery requirements are supported and regulatory compliance is achieved.
Support Head of Procurement to enhance Procurement organization’s maturity.

KEY ACCOUNTABILITIES OF JOB:

Understand business needs on defined scope and translate it in a procurement strategy, in consistency with global procurement strategy (Category Management)
- Work upstream with internal stakeholders to gather and assess business requirements
- Build needs understanding and capture all potential negotiable spend
- Challenge needs, capture opportunities and leverage them
- Promote & ensure implementation of Total Cost of Ownership initiatives and breakthrough opportunities to develop the business

Contribute to structure Sponsorship and Demand Management on own scope of responsibility
- Organize, animate and influence own internal business partners network
- Develop synergies & optimize working process between own internal business partners & the Procurement Organization
- Build market intelligence, understand market dynamics, main drivers & players
- Find opportunities behind cost structure

Ensure end to end execution process especially on complex projects
- Build the category strategy when it’s not supported by a Category Manager and implement it
- Implement local cost optimization action
- Challenge needs, capture opportunities and leverage them
- Run RFx and recommend supplier selection based on solid criteria evaluation,
- Negotiate contracts with suppliers, anticipate key issues, and protect AXA for a given category.

Manage Expense & Procurement performance
- Have a detailed budget approach (by type of expenses, contract, supplier …) with Finance and budget owner to budget definition, optimization and compliance
- Contribute and Monitor Savings & procurement KPIs (for scope of responsibility)
- Capture and share Knowledge and Best Practices
- Implement Procurement tools (including IS/IT) & best practices to increase Procurement efficiency

Manage Supplier Relationship
- Negotiate and implement contracts for local categories and ensure their compliance
- Monitor supplier portfolio performance assess and improve their performance including on Corporate Responsibility

Support Head of Procurement to:
- Implement AXA Procurement standards including policies and procedures, tools and processes, including further enhancement of Category Management and Spend Management, Procurement to Pay System, Savings & other performance KPIs tracking
- Optimize Procurement activities and lead/support agreed actions to enhance Procurement organization’s maturity
- Build and maintain strong partnerships with key business stakeholders and Finance peers


KEY BUSINESS PARTNERS:

Local: Hong Kong EXCOM, Hong Kong CFO, Business stakeholders
Group/Region-wide: Group/Asia Market Procurement team, other AXA Asia market entities procurement leads

WORKING RELATIONSHIP WITHIN BUSINESS UNITS:

- Partnership in the cross functional team approach with other business units,
- Supporting business units in composing specification for sourcing,
- Liaise with business units to maintain supplier relationship,
- AXA Group/Asia Markets Procurement as mentor,
- Liaise with Finance to support the annual budgeting process, utilize budgets and strategic planning priorities to proactively identify procurement initiatives, and identify solutions to address business challenges.


- University graduate with minimum 5 yrs experience in Procurement (hands-on sourcing and contract management experience involving GenEx, IT commodities), preferably in MNC or insurance company,
- Excellent communication and influencing skills, including sound experience in working with C+ level executives/management,
- Good time management skills,
- High standard of spoken and written English (and preferably Chinese),
- Sound understanding of legal requirements for tendering, contract management,
- Knowledge of tools of procurement (e-procurement),
- Excellent negotiation experience and skills.
